Three things usually decide a bar interior: where the counter stands, how the room sounds, and how the evening lighting is built. The floor area determines how many seating groups can be placed without turning the room into a corridor.
In small venues every metre of the hall competes with the production area, so the number of seats is usually whatever is left once the equipment is placed. The gap between tables and the route to the washroom are among the first things calculated.
